Is property tax a wealth tax?

Usually no. Property tax is typically an annual levy on real estate value or rental value, not on total net worth. We keep property notes on country pages so they are not confused with net wealth tax.

Does moving to a 0% wealth-tax country protect foreign assets?

Only if you also break tax residence (and other connecting factors) in the old country. Exit taxes and CFC/personal worldwide taxation can still apply.
