How income tax works in Azerbaijan

Azerbaijan income tax depends heavily on residence and employment sector. A resident is generally taxed on worldwide income, while a non-resident is taxed only on Azerbaijan-source income. Individuals staying in Azerbaijan for more than 182 days in a calendar year are generally resident, with tie-breaker criteria for shorter stays.

From 1 January 2026, non-oil and non-state employment income is taxed at 3% up to AZN 2,500 per month, AZN 75 plus 10% on the slice from AZN 2,500 to AZN 8,000, and AZN 625 plus 14% above AZN 8,000. Oil and gas and government-sector employment uses the standard 14% rate up to AZN 2,500 and AZN 350 plus 25% above AZN 2,500.

Watch out for

  • Employment income taxed at source generally does not require a further annual PIT calculation, but untaxed income, foreign income or entrepreneurial income can trigger a 31 March filing.
  • Mandatory social security, health insurance and unemployment insurance can materially increase payroll cost; 2026 also changed high-income social and health contribution rules.
  • Special PSA and HGA oil and gas regimes can override ordinary residence and employment rules for expatriates.
