Tax system in Azerbaijan

Azerbaijan tax is a full tax system, not a zero-tax regime. Resident individuals are generally taxed on worldwide income, while non-residents are taxed on Azerbaijan-source income. From 1 January 2026, non-oil private-sector employment income moved from the old seven-year exemption to a new progressive monthly PIT schedule.

Companies generally pay 20% profit tax, with simplified tax available for some smaller taxpayers and special oil and gas regimes under PSAs and HGAs. Azerbaijan also has 18% VAT, 5% dividend withholding tax, property tax, land tax, payroll social insurance, mandatory health insurance and unemployment insurance.
