How wealth tax works in Romania

Romania does not impose a general annual tax on a person's net wealth or worldwide asset balance. That does not make asset ownership tax-free: local authorities levy annual taxes on buildings, land and vehicles, and the amounts depend on the asset and municipality.

Residential and non-residential buildings, land and vehicles have separate local-tax rules. Property acquisition and disposal can also involve notarial fees, registration charges and the personal real-estate transfer tax, so the absence of a wealth tax should not be read as an absence of property taxation.

Investment income is taxed when it is earned or realised. Dividends can be subject to 16% withholding and threshold-based CASS, while securities, crypto and property sales follow their own capital-gain or transfer rules.

Watch out for

  • No net wealth tax does not mean no annual asset taxes. Building, land and vehicle taxes are local and can vary by municipality, use, valuation rules and asset type.
  • A Romanian resident can still owe tax on foreign investment income even though Romania does not tax a balance-sheet net worth figure. Residence and treaty analysis remain central.
  • Property transfers use a separate tax regime. For personal real estate, the statutory rule is generally 3% on the transfer value above RON 450,000, with exceptions and notarial collection procedures.
  • Municipal budgets and property-tax legislation can change. Check the local authority and current valuation rules before pricing a purchase or relocation.

Frequently asked questions

Does Romania have a net wealth tax?

No general annual net wealth tax currently applies in Romania. The country still taxes property ownership locally and taxes income, gains and transfers under separate rules.

Do Romanian residents pay tax on foreign assets?

Owning an asset is not the same as earning income from it. Romanian residents generally report taxable foreign income, gains and dividends, subject to treaty relief, but there is no general tax on the value of the asset itself.

Is Romanian property tax national or local?

Annual building, land and vehicle taxes are local taxes. Rates and calculations depend on the asset and the municipality, while transfer tax is a separate national rule.
